A service launch. Three critical suppliers. One executive briefing that says everyone is ready.
The information
challenge.
The report is clear. The supporting evidence is not.
One supplier has current evidence. Another supplier’s evidence predates a material change. A third is ready only if an unresolved dependency is completed. The consolidated report and an AI-generated summary lose those qualifications.
Separate evidence from the combined view
Treat supplier evidence and the consolidated readiness view as related EIAs, testing whether combination or summarisation materially changes meaning.
Establish the confidence position
Assess provenance, currency, scope, contradictions and limitations to identify Current Confidence and any Confidence Gap.
Govern the decision and change
Keep qualifications visible in the IIP while the accountable leader decides whether to delay, narrow or proceed with conditions.

What confidence is justified?

- One current evidence set; one affected by change; one subject to an unresolved condition.
- Justified reliance
- Suitable for targeted follow-up, but not an unconditional all-supplier readiness conclusion.
- Accountability
- The report owner maintains traceability. The launch authority retains the decision.
- Review triggers
- New evidence, completion of the dependency or a change to launch scope.
HCIIF outcome
The discussion moves from an unexplained “ready” label to governed reliance: what the evidence supports, where a Confidence Gap remains, what conditions apply and who has authority to decide.
